DCY Supports Responsible Cat Owners

Council is currently proposing to implement a new By-law which will assist with the new legislation being implemented by the Dog and Cat Management Board regarding domestic cats.

The content of the By-law will be open for Public Consultation once approved by Council - so please keep an eye out for your opportunity to provide feedback. It is likely consultation will take place for a proposed new Cat By-law in December to February. The implementation is a long process and any By-law will not be implemented until 1 July 2018.

This consultation is with regards to the how the By-law is managed and the controls (rules) which must be followed by domestic cats owners with regards to how cats roam around the District.

We are currently seeking your feedback on when a cat is "wandering at large".

What does wandering at large mean? - this is when a cat is not under effective control by means of a physical restraint and is in a public or private place without the consent of the occupier.

What does effective control by means of a physical restraint mean? - within a cage or vehicle, on a chain/cord or leash that does not exceed 2 metres in length effectively being held by a person or tethered to a fixed object.

WHAT WANDERING OPTIONS ARE AVAILABLE FOR THE DISTRICT COUNCIL OF YANKALILLA?

1- Designated Span of Hours - this is the time of day/night cats are permitted to roam freely within public areas and private property. Options include :

  • at all times - no restrictions
  • not at all - totally restricted
  • between a specific span of hours (ie between sunrise and sunset)

2- You may feel it best that Council allocate parts of the District where cats can wander freely at all times.

The survey will ask for your feedback on these matters.
