Jetty Holiday Park - we're updating the Community Land Management Plan

Council is updating the Community Land Management Plan (CLMP) for the Jetty Holiday Park in Normanville to ensure a comprehensive CLMP is in place, one which reflects the recent upgrades and supports an effective management model into the future. Updating the language in the CLMP is aimed at ensuring accuracy whilst optimising current and future uses across the site for the benefit of the community, including current users.
The CLMP guides the uses of the Jetty Holiday Park site and a review of the Plan became necessary due to now outdated aspects that arose following recent upgrades to facilities within the Park. The revised document takes into account these upgrades, ensures its currency, its future potential and the changing needs of the community.
The updated CLMP (Business Premises) - Jetty Holiday Park has been prepared and is open for public comment in line with legislative requirements from Friday 12 April 2024 to Tuesday 13 May 2024.
It is important to note that this consultation is not seeking feedback for future management models for the park, separate processes are occurring to maximise community benefit through the Park's operations. It is also confirmed that this update is not changing the current intent of the CLMP or any of the arrangements for Annual License Holders, the Normanville Tennis Club or Normanville Sailing club.

Thank you for your feedback regarding the Community Land Management Plan (CLMP) update.
In November 2023, the Council (elect) resolved to pursue a management license as the preferred management model for the park, and the updated CLMP aligns with this decision.
The previous and outdated CLMP contained provision for leases/licenses at the Caravan Park – so there is no change in that regard. If a lease/license is granted, and if the tenure of that lease or license exceeds 5 years, then this would trigger public consultation in line with section 202 of the Local Government Act and as described in Councils own public consultation policy.
This update aims to facilitate effective land management practices. Provisions for leases or licenses ensure flexibility for future arrangements, aligning with the Council resolution and prioritising transparency and community engagement.
The CLMP amendment encompasses broader land management aspects at the caravan park and ensures that it is accurate and reflective of both the current and future community needs.

Thank you for taking the time to provide your feedback. We've been clear on Councils intent, and that we are not changing the current arrangements for any of the recreational groups or annual license holders as part of the update to the CLMP.
We can certainly agree that both the Normanville Tennis Club and Normanville Sailing Club provide valuable services and connection for our community.

Thank you for your questions.
The CLMP has been updated to reflect the Council’s purchase of the Crown Record in 2020 from Crown Lands, this means that all the titles that make up the Jetty Holiday Park are now held in freehold titles and classed as Community Land. The classification as Community Land means that development is restricted to the current use as a caravan park which is no change from when it was a Crown Land parcel. Any occupation of the land must still be in accordance with the Local Government Act which requires that Council must consult with the public for any leases or licenses longer than 5 years.

The current status of the Normanville Jetty is not being considered as part of this consultation. Council certainly appreciates the feedback and acknowledge that our Normanville Jetty has its quirks, being the shortest Jetty we know of!

This consultation is not seeking feedback for future management models for the park however I'm happy to provide general comments in relation to what a management license is.
A management license typically grants the licensee the legal authority to oversee and operate the caravan park on behalf of the owner - in this case, Council. This license outlines the terms and conditions under which the licensee can manage various aspects of the park, such as accommodation bookings, maintenance, facilities management, and customer services.
The license may specify the duration of the management agreement, the responsibilities of both parties, financial arrangements including any revenue-sharing agreements, compliance requirements with local regulations and standards, and conditions for termination or renewal of the agreement.
Essentially, it allows a designated individual or entity to professionally manage the day-to-day operations of the caravan park, maintaining quality standards, and maximising profitability for the owner.
