The draft 2017/18 Annual Business Plan and Budget proposes to continue to replace assets, put into action existing plans, plan for the future, implement innovative projects, make a difference in the community and get things done.

The Plan has been prepared in conjunction with the draft 2017-2027 Long Term Financial Plan, adopted Asset Management Plans and adopted Strategic Plan 2014-2018 'Looking to the horizon', Council decisions throughout the year and feedback previously received from the Community.

Council is seeking feedback on our draft 2017/18 Annual Business Plan and Budget.

Consultation will be for the period 28 April 2017 to 9 June 2017.

We are proposing a revised name and updated look for Council.

Council is exploring two strategic directions that will improve the way we do business in the region and push us towards being a more professional, modern and innovative Council.

We would love to hear your feedback on the name or visual identity.

After feedback from the community and Council's General Inspectors, Council is proposing amending the following controls:

in 2015 public consultation was undertaken to identify what you, the community, wanted from your future library. A team of community and Council staff also researched what was considered good practice in the provision of library services across South Australia in conjunction with the Public Libraries Board of SA.

This year, Council has engaged architects and landscape architects to develop concepts for the new library, as well as the wider site at 181 Main South Road Yankalilla.

Council are now seeking your feedback, particularly on what is being proposed for the wider site. You will also have an opportunity here to be informed about the concept plans for the new library.

The District Council of Yankalilla is responsible for approximately $149 Million of Infrastructure Assets. It provides and maintains these assets on behalf of its ratepayers for the delivery of services to the community and visitors to our District.

Asset management practices impact directly on the core business of Council. Appropriate asset management is required to achieve Councils objective in providing infrastructure that meet the levels of service expected by the community in a cost effective manner.

The Council has recently developed or reviewed its Infrastructure Asset Management Plans and developed new plans for the following networks :

· Transport

· Stormwater

· Community Wastewater Management Scheme (CWMS)

· Wirrina Services

The Draft Infrastructure Asset Management plans provide information on the

· The extent and value of the assets under the care and control of Council

· The current levels of service adopted for each of the asset types.

· The Life cycle costs to maintain renew (work required to return an existing asset to its original condition and useful life) and to provide new assets identified in Councils Strategic Plan.

· Improvements required further improving and refining asset management processes.

The infrastructure Asset Management Plans are documents which will provide guidance to Council in its service delivery and budget allocations over the next ten years.

As stewards of these assets on behalf of our ratepayers Council is seeking feedback on the above Infrastructure Asset Management Plans for consideration prior to adoption.

Council is now part way through the process of reviewing its structure and composition to determine whether a change of arrangements is required in relation to elector representation, so as to ensure that the electors of the area are being adequately and fairly represented.

An Options Paper has been the subject of the first consultation process undertaken during October and November 2016. It examined a number of different models relating to electoral composition in relation to Mayor or Chairperson, Wards or no Wards, Ward boundaries, number of Councillors.

Council considered the ten public submissions and the issues raised in relation to the advantages and disadvantages of the various options and a draft Representation Review Report has been prepared that contains Council's preferred future structure and composition. It also includes a complete account of the rationale behind the proposed choices.

The draft Representation Review Report is now out on a 6 week public consultation process and Council encourages you to have a look at the draft report and provide any comments or suggestions back for consideration prior to a final decision being made.

Council is now seeking your feedback on the draft concept plan for Bungala Park which has been developed. This draft concept plan and your feedback will help to inform an overall Site Master Plan to guide future development in the park.

Council's By-laws are complemented by controls which affect the way our public spaces are used.

We have reviewed our locations and proposed controls relevant for their use.

Councils are required to conduct a review of their representation (generally every 8 years) as determined by the Minister for Local Government. The last time Yankalilla Council conducted a review was in 2008/2009 when the two current Wards (Field and Light) were established.

This review of elector representation commenced in June 2016, and an Options Paper has been prepared that has examined a number of different models relating to electoral composition, specifically in relation to:

· Mayor or Chairperson - whether it is an Elected Mayor (elected at large) or a Chairperson – called Mayor, but voted into office by the Councillors);

· Wards or no Wards

· Ward Boundaries

· Number of Councillors (currently there are nine);
