  The District Council of Yankalilla has approved plans for the combined rebuild of the Normanville Surf Lifesaving Club and Café/Kiosk as part of Normanville Foreshore and Jetty Caravan Park Masterplan. At a Special Meeting today, Council voted in favour of co-funding the ambitious redevelopment of the popular foreshore facilities and to progress the project to the planning and tender stages.

  
  

  Council has resolved to commit $1,15m to the rebuilding of the Surf Lifesaving Club whilst the balance of the $3.5M development will come from Government grant funding as well as the club itself. Council will also contribute $1.6m for the rebuild of the Kiosk/Café component and $300,000 for rear access and a shared public toilet facility that will form part of modern, multi-tenant community facility all under one roof.

  “This is a timely and considered investment in our community that will bring economic stimulus and job opportunities whilst positioning our community as a highly-attractive place to live, work, visit and invest in,” Mayor Simon Rothwell said.

  “The support we have received from local residents who understand the foundations we are laying here for the future has been overwhelming.”

  Elected Members have heard an impassioned plea for council funding support from the leadership of the Normanville Surf Life Saving Club who highlighted their vision for the club’s future as a centre for surf lifesaving excellence and also its significant potential as a contemporary community venue for local residents and visitors.

  
  

  

  District Council of Yankalilla CEO Nigel Morris said that the Surf Life Saving Club leadership is very much on the same page as Council as far the vision for the site is concerned.

  “This major infrastructure upgrade will propel the club to new heights in every way and we look forward to bringing the project to fruition for the benefit of the local community,” explained Mr. Morris.

  “We are investing in local people and making our community a better place to live in whilst also helping to reduce the rates burden through income generation.”

  Key to the success of the project is the balance between the three tenancies that will share the new combined facility. Council’s next steps are to determine the makeup of the future leases of the building, which will include upfront costs, annual leases, length of tenure, layout and areas under lease.

  “We will seek to confirm (in the planning stages) the ultimate configuration of the tenancies – and the kiosk and restaurant components in particular – to ensure the best outcome for tenants, users and of course, the 5500 rate-payers who are ultimately co-funding this development,” explained Mr. Morris.

  “Consultation with existing tenants is ongoing and we are confident we will deliver an outcome that works for all existing or future partners, also taking into account that that the new facility should not detract from the many other eateries in and around Normanville,” added Mr. Morris.

  “These projects are always bigger than their physical footprint.”

  Leaseholders in the facility will be provided ample opportunity to provide input and recommendations on the layout and flow of the tenancies in advance of the finalisation of plans.

  The Normanville Foreshore and Jetty Caravan Park Masterplan comprises several elements including a combined new rebuild of Surf Club and Kiosk, carparking, green space (lawns), nature play playground, dune restoration, beach interface, Jetty and Caravan Park upgrades.

  Normanville Foreshore and Jetty Caravan Park Masterplan

  Normanville Foreshore is set to become safer more inclusive and even better with Council adopting the detailed Masterplan at the July Council meeting.

  The plan will revitalize the foreshore with new dining areas, a new Surf Life Saving Club, more recreation space, improved access while protecting the heritage sand dunes.

  Safety will be improved for pedestrians by reconfiguring the road, carpark and providing the Surf Club direct access to the beach from their clubhouse.

  The foreshore will become more inclusive with improved access to the jetty, beach and Surf Club removing barriers for those living with a disability, mobility issue or simply pushing a pram.

  We know Normanville Foreshore holds a special place in the hearts of many, so we plan to make it even better by creating more recreation space with the addition of a nature play space while maintaining the same amount of lawns, carparks and maintaining boat launching access.

  Local Government is at its best when listening and acting on feedback from the community, our Masterplan has been improved with over 20 changes based on community feedback.

  The project has an emphasis on supporting local including, creating local jobs, using local suppliers, supporting local businesses and providing improved facilities for the local community.

  The Masterplan has been over five years in the making and Council has now successfully secured over $6 million in external funding towards the project.

  On Tuesday evening Council adopted the Normanville Foreshore and Jetty Caravan Park Masterplan one pager and the full Masterplan will now be updated into the detailed booklet and be tabled at the July 2021 meeting of Council.

  Council noted that the Masterplan sets an over aching framework for the Foreshore and Caravan Park redevelopment and that as more intricate details are defined, they will continue to be presented to Elected Members for consideration and we will continue to keep the community informed on the progress.

  Deputy Premier Vickie Chapman MP has announced that the District Council of Yankalilla has been awarded $2.1 million from the Marshall Liberal Government Open Spaces and Places for People Grant program for the Normanville Foreshore project.

  The funding will go towards increased green space, a new family nature play area, a new plaza area and new beach interface including jetty mobility access and boardwalk reconfiguration and integration of the new Normanville Surf Life Saving Club & Kiosk building to the public realm.

  Mayor Glen Rowlands said, “This is a major win for Council especially considering the pool of funds in this grant round was $22.3 million and we are to receive $2.1 million, there were 43 Councils who applied for funding with only 27 projects across 21 council areas being announced as successful”.

  “The funding of $2,100,000 was leveraged with the Council committed contributions towards the Normanville Surf Lifesaving Club and Kiosk rebuild allowing us to bring forward the improvements and integration to the public spaces without committing more ratepayers funds”.

  “The project makes a significant contribution to community inclusion by improving public access for people of all abilities through direct and indirect mobility access interventions”.

  “The nature play element is provided as a family-friendly space and provides a destination for the winter period for the community”.

  “The new plaza is a key element in providing for better connectivity of the foreshore, providing a transition from the Surf Life Saving Club & Kiosk to the green space and is a meeting place for the community and visitors”.

  “Receiving the Open Spaces and Places for People grant now brings the secured external funding to a total of $6,800,500 towards the Foreshore Masterplan projects and we eagerly await the results of other funding opportunities we have applied for”, said Mayor Glen Rowlands.

  Work continues on the Normanville Foreshore and Jetty Caravan Park Draft Masterplan which will be presented for consideration at the 15 June 2021 meeting of the Council. The plan will take into account all previous Council resolutions, including maintaining similar parking space numbers and green space areas.

  It is proposed that Council contributes up to $4,861,100 towards the $11,661,600 of Foreshore Masterplan projects. The Cabins, Kiosk, and possibility the Surf Life Saving Club will then contribute income towards the debt reduction of $4.8M. All this will be considered by the Elected Members at the June meeting of the Council.

  Elected Members at the 20 April Meeting of Council considered the report (17.1) Jetty Caravan Park Cabin Selection, in confidence, as the report and associated documentation contained commercial information of a confidential nature.

  The Council Report and associated attachments only will remain confidential for a period of 12 months, therefore the resolutions below were made publicly available and will provide clear understanding of Council’s next steps in this project.

  1. That Council confirm that with the successful securing of $2,045,450 in grant funding from the State Government’s Local Government Infrastructure Partnership Program for improved visitor accommodation at the Council-owned Jetty Caravan Park Normanville, that they will be proceeding with the project to install 23 new cabins into the Jetty Caravan Park, Normanville.
  2. That following the Expression of Interest Process (now completed) performed by LGA Procurement that Council now proceeds to a formal tender process for the construction of 23 new cabins into the Jetty Caravan Park, Normanville.
  3. That the tender seeks designs of Cabins that are suitable for the Normanville Caravan Park environment and reflect the feedback received during the Normanville Foreshore and Jetty Caravan Park Masterplan consultation process.
  4. That Council confirm that the cabins will be a single storey form, some of which will be elevated.
  5. That interested suppliers be provided the Normanville SLSC and Kiosk Statement of Requirements as a guide to design principles that Council desire for the Normanville Foreshore.
  6. That interested suppliers be invited for a site tour of the Normanville Foreshore and Jetty Caravan Park to gain a greater understanding and appreciation of the area.
  7. That the suppliers that prepared submissions for the original Expression of Interest be notified of the new market approach and be provided the opportunity to resubmit with the new tender information.
  8. That during the tender process that Administration proceeds to ready the Caravan Park for installation, this will include designing the infrastructure requirements for Water, Sewerage and Electricity and appointing a Project Manager.
  9. That following the receipt of tender responses that they be workshopped, along with a site plan, with Elected Members for consideration prior to presenting a recommendation to Council of the supplier to enter into contract.
  10. That the look, feel, height and location of the cabins be considered by Council with the end result to be determined by Council resolution.
  11. That Council confirm that the profits generated from the cabins will be used for debt reduction and projects throughout the entire Council area, including those within the caravan park.

  Work continues refining the Draft Normanville Foreshore & Jetty Caravan Park Masterplan as feedback from the community continues to come in, and as the architects work through elements in further detail like the Normanville Surf Life Saving Club & Kiosk building and how they connect to other elements in the plan. The Masterplan is likely to be presented at the June 2021 Meeting of Council.

  Council has secured $2,045,450 in grant funding from the State Government’s Local Government Infrastructure Partnership Program for improved visitor accommodation at the Council-owned Jetty Caravan Park Normanville.

  The project will deliver 23 higher quality cabins as a standalone component of a broader masterplan for the Normanville Foreshore.

  Mayor Glen Rowlands said, “Unlike many infrastructure projects, tourism infrastructure has the added benefit of offering a return on investment.” “This project will have the effect of generating income to offset reliance on rate revenue to service loans and fund projects across the whole district, adding an element of ongoing sustainability to this $4,090,900 project, with Council contributing 50% and grant funding covering 50%.”

  Cr. Simon Rothwell said, “It’s an exciting time for the District Council of Yankalilla on successfully achieving the largest grant in Council’s history, good planning achieves great outcomes.”

  Cr. David Olsson said, “The injection of this significant stimulus funding by the State Government will enable our district to enhance capital improvement in the Caravan Park as part of the masterplan and stimulate local employment.”

  The project will promote local materials and labour as a priority for its local economic recovery. It is anticipated that during the construction period 5 local jobs will be generated and 11 jobs more broadly through multiplier effects. Tourism is a labour-intensive industry, growth in its economic contribution produces more jobs per dollar than most other industries.

  Cr. Leon Zarins said, “In these unusual and difficult circumstances I am pleased that we are able to obtain funding to further develop and promote our beautiful community.”

  Cr. Peter O’Neil said, “The success of our grant funding application is a GAME CHANGER, I say watch this space”. “Yankalilla’s district financial fortunes are changing in $2million positive ways.”

  Work continues on the Normanville Foreshore and Jetty Caravan Park Draft Masterplan which will be presented for consideration at the 20 April 2021 meeting of Council.

  The Normanville Foreshore and Jetty Caravan Park Masterplan is currently getting updated as resolved at the February 2021 Council Meeting and will be presented to the April 2021 meeting of Council.

  The plan was originally scheduled to be presented to this the 16 March 2021 meeting of Council, but it was important to get the final product correct prior to consideration for adoption and this was unable to be achieved for the March meeting. It is recommended that the Masterplan now be presented to the April 2021 meeting of Council.

  While the updated Masterplan will not be presented to the 16 March Council Meeting, other items on the Agenda that may be of interest are; item 14.9 Long Term Financial Plan 2021-2030 including Normanville Foreshore and Jetty Caravan Park Masterplan Risk Management Plan, Risk Matrix and Dependencies. And item 16.1 Normanville Foreshore and Jetty Caravan Park Masterplan Feedback – this report includes 12 new written submissions from community members and additional correspondence from 4 ratepayers whose original submissions were reported at the February 2021 meeting of Council.

  Administration have applied for the Open Space and Places for People grant for the Plaza, Green Space, Nature Play and Beach interface elements of the Foreshore Masterplan along with an additional application for Jaitjakawengga Reserve at Second Valley.

  The Stakeholder meeting to apply the Normanville Surf Lifesaving Club and Kiosk Statement of Requirements (as endorsed by Council at the February 2021 meeting) was held, 4 March 2021. The Architect will now proceed to provide a design for Council consideration.

  The draft Normanville Foreshore & Jetty Caravan Park Masterplan is one step closer to being presented to the Council for consideration. At the 16 February meeting of Council, Elected Members carefully considered the 279 feedback submissions received from the community and a detailed report can be found in the February Council Meeting Agenda.

  Elected Members voted to make many changes to the draft plan based on the community’s feedback. An updated Masterplan, Project Risk Management Framework and the Long Term Financial Plan will be presented to the next meeting of Council on 16 March 2021.
